Objective

You will
- understand what is meant by public procurement and tendering
- know why procurement must be put out to tender and where the rules on competitive tendering apply
- be able to explain the difference between national and EU procurement
- know what the legal principles of public procurement are
- be able to compare different procurement methods and know the channels and deadlines for notifying procurement
- know the main elements of the procurement process up to the award decision
- know the legal remedies available for appealing against procurement decisions
- know when the Special Procurement Act applies

Content

The course consists of six components:
1. Background, objectives and concepts of public procurement
2. Scope, thresholds and legal principles of the Public Procurement Act
3. EU procurement procedures and the procurement process
4. tendering for national procurement: goods, services and works, social and health services and concessions
5. Procurement decision, contract, control and remedies
6. Procurement law for specific sectors
